NEW CASTLE, Pa. - James E. Carmen, 62, of Beckford Street, passed away Monday morning, Sept. 16, 2013, at Jameson Hospital.
Born Nov. 15, 1950, in Detroit, James was the son of Willie and Anna Lee Simmons Thomas.
